# About payment creation

When you create a payment, you create a payment order for the transfer of funds to the recipient. It can be either funded directly from a budget, or you can create an unfunded payment order, and send funds in after the order has been created.

## Payment creation steps

There are three steps involved in creating a payment:

1. [Create a recipient](/pages/payments/create-recipients-beta) to send money to.
2. [Create a currency quote](/pages/payments/create-quotes) — whether you're making an internal currency exchange or an outbound payment.
3. Create an order for a [single-currency](/pages/payments/create-single-currency-payments) or [multi-currency](/pages/payments/create-payments-with-exchange) payment to send funds using your newly-created quote.
